well I dont know if you have found your solution but meboy is not at all meant for the computer. Steps are easy and can be quite quick when you get the hang of it.
Download meboy.jar (its online everywhere)
save it to folder (not important but helps)
Download ROM and place it in same folder
Double click meboy and prompt will talk about update (say no)
ADD GAME (browse to folder with game)(if u have multi games add all individually in this section)
create meboy (save to same folder) haha see why u need a folder
go to
http://rumkin.com/tools/sprint/ (browse to meboy u just made not .jar)
On phone go to
http://rumkin.com/tools/sprint/jump.php input code on computer to your phone and get file
Download Anyway and soon u can go to ur games/apps to play gb/gbc
