Wierd power on screen..

Has anyone accidentally held the volume down button while turning on the phone? What's the emergency download thingee that shows up?

wow. I just got that too, but I'm in America. If I'm not mistaken thats the screen that comes up when I updated the software.
Unfortunately I couldn't turn my phone off or get out of that screen so I had to take the battery out :

Is there a purpose to this screen? Or is it there just so you can remove the battery?
