Does anyone know if the Instinct have an FM tuner to pick up local stations or are we stuck with the Sprint radio stations?

No it does not. But it does have some stations that are broadcasted near you. Its very random and selectable by region. But people have found their favorite stations in their areas by using it.

it doesn't have a tuner and because I don't think it has an antenna it can't pick up local stations like that, BUT if you go to radio and premier channels and local, you might be able to find some in your area.  I know for houston we have most of the major stations, has a good 5 stations including rock, alt, oldies, and spanish.  I was kinda hoping for a AM station as well, but oh well...
