Ok, I have the app figured out and have looked up it is possible to do and rather simple.  I am unfamiliar on Java programming,  But, in a short way of saying.  We need a Jad installer.   Install the jad(app), and it will read off of the memory card 3 directorys. 
/DigitalLocker/Apps(looks for Jad)
/DigitalLocker/Games(Looks for Jad)
/DigitalLocker/Ringtones(Looks for GCD)

All the program has to do is pull the name of the jad from the jar and the icon as well, add them into a menu similar to the games menu allready.  Once you click on the Button it adds to the program.  It will Install the game.  To do this the program needs to load the file from the memory card into the web browser, and all should work perfectly.  Unless there is another way to do it from java.  I have a basic UI layed out and beg for someone professional to do this,  If I end up doing it myself im sure it will take months to do and end up buggy.  Dev's Please help.

Ok, Sorry if i was confusing.  What I was posting was a idea for a app to be made.  I was hoping a developer would see it and know how to do it really quickly.  I was messing around and started working on a user interface for it if I end up having to figure out how to do it.  Which I hope I dont and someone else will be inspired to make it.  If I did it, it would either never be finished or take a long time to do.

I dont think your understanding.  This will be a APP that you install like a regular game/app and when you open it.   It will open a Menu with a list of all the Jads / gcd's you have stored on your memory card so that you may choose to install them with out using internet or charge to your data plan.

I was busy over the weekend like most people but I did some thinking and digging around,  The jad's and jar's do not have to be loaded into the browser.  A simple if then else statement to search from 1-100 file names in the directory they get installed to on the phone locally (like u downloaded offline) and have it pick the next open number in the list.  Honestly that would probally be the better option then the web browser.  Damn I wish i knew how to code java easily.

You can use the hacks to enable 3rd party software, the browser can be bypassed by using my suggestion later on of just using the app to install the same way bitpim since the dev kit allows you to call onto the system memory/file system as well.  just have it place jad and jar in correct location and set the right file to think it was installed.
