Does the Instinct have an application similar to the Samsung Blackjack's File Explorer?

We made changes to our Microsoft Exchange server and need to add a .cer file (certificate) to the Instinct for the phone to have wireless email connectivity.

We can move the file to the Instinct using the USB connection, and we can see the file using the email's browser.  But it will not allow us to "launch" the .cer file as we can using the Samsung Blackjacks File Explorer and simply clicking on the file.  The Instinct will only prompt us to send the file....it will not run and import the certificate that is needed to be installed.

I suspect there may be a third party utility, but I know very little about this phone.  I appreciate any advice you have.  Thanks!
